Richard D. Carrico, Jr.
Director, NEPTC
Since 2022, I have served as Supervisor of Parking Operations for the City of Worcester's Department of Transportation and Mobility. I oversee staff scheduling and performance, payroll, recordkeeping, training, reporting, hiring support, and development of the parking enforcement program. From 2002 through 2022, I served in the Department of Public Works and Parks, Traffic Engineering Division, as a Supervisor/Senior Parking Control Officer.
My career has included direct responsibility for residential parking programs, bootable and abandoned vehicles, street sweeping, winter parking bans, meter and pay-station operations, municipal parking garages, snow operations, vendor contracts, and Requests for Proposals. I have developed training materials and code-violation guides, maintained detailed program records and databases, and worked across departments to improve communication and service to residents. These experiences have strengthened my commitment to fair decision-making, accountability, customer service, and practical problem-solving.
I have been active in the NEPC/NEPTC parking community since 2007 and have regularly participated in Council meetings and conferences since 2009. That involvement has allowed me to build relationships with municipal colleagues and industry vendors, stay engaged with changing parking technologies and practices, and exchange ideas that improve operations. I have also supervised and trained employees, co-chaired a municipal safety committee, and managed confidential personnel matters - responsibilities that require leadership, integrity, patience, and clear communication.
I am honored to bring that experience and collaborative approach to the NEPTC Board of Directors.
